Appointment of assessors for operators of steam generators and heat engines - Application

General information

Pursuant to the Steam Generator Operation Act (Dampfkesselbetriebsgesetz, DKBG), steam generators and heat engines must be operated, and supervised during operation, by persons (operators) who are suitably qualified in terms of technical knowledge as well as mental and physical fitness. The eligibility of operators is established by assessors appointed by the Governor of the Province (section 7 (2) Steam Generator Operation Act).

Requirements

Persons eligible for appointment by the Governor as assessors under the Steam Generator Operation Ordinance (Dampfkesselbetriebsverordnung, DKBV) include those who can provide proof of completion of a degree course in a requisite field at a university of technology, prior practice in operating steam generators or heat engines, and completion of theoretical instruction in the operation and supervision of steam generators or steam engines.

Authentication and signature

Authentication or signature of the application is not required.

Documents required

  • Certificate of completion of a degree course in a requisite field at a university of technology.
  • Proof of prior practice in operating steam generators or heat engines.
  • Proof of completion of theoretical instruction in the operation and supervision of steam generators or steam engines
  • Where power of attorney was granted: Power of attorney

Fees

The following costs are payable after completion of the administrative procedure:

  • EUR 6,50 in federal administrative charges
  • EUR 14,30 in charges pursuant to the Fees and Duties Act for submission of the application

Any further costs will depend on the number of documents submitted.

Further information

Assessors may also be appointed for a limited period of time and be restricted to assessing one or more categories of operators.

Means of redress or appeal

An appeal is possible against rulings issued by an authority and shall be filed by the party within a 4 weeks term with the authority that issued the ruling of first instance (against rulings without investigation procedure within a two weeks term). The term starts with the receipt of the written copy of the ruling, in the case of oral pronouncement simultaneously with it.

The appeal shall indicate the ruling it contests, the authority that issued the ruling and contain a motion of appeal with the reasons. No more appeal is admissible if the party expressly waived the right of appeal after receipt or pronouncement of the ruling.

Each ruling contains instructions on the right to appeal and indicates the authority and the deadline for submission of such appeal.
