Vienna Heat Action Plan

In Vienna, the increase in urban heat is the most strongly perceived consequence of progressive climate change. Particular stress is caused by more frequent and longer heatwaves characterized by high temperatures over several consecutive days with minimal cooling-off during the night hours.

The Vienna Heat Action Plan proactively defines measures for preventing and coping with overheating in the city. They prepare above all the health facilities, care, and nursing institutions of Vienna for heat-related emergencies and protect the population against the health effects of heat.

28 key measures

The Heat Action Plan highlights heat-related ad-hoc measures and measures taken at relatively short notice to prepare for hot spells during the summer months. For this purpose, the Heat Action Plan specifies measures, half of which target the entire urban population, while the second half focuses on the particular needs of specific vulnerable groups.

The Heat Action Plan identifies the responsible body for each measure and all institutions that contribute to ensuring its successful implementation. In this way, it creates the basis for smooth co-operation in urgent cases and in preparing for these situations and, moreover, safeguards the ability to act of all relevant organizations, authorities, and institutions.

Regular monitoring and evaluation

The Heat Action Plan is not a static, fixed document: In view of rapidly changing climatic conditions, the institutions of the City of Vienna, too, must react quickly and accordingly adjust their activities. A regular monitoring and evaluation process and a clearly defined communication and management structure involving all stakeholders ensure this.
