Education and training facility for home assistance providers - notification of start of operations, changes, or closure

General information

Operators of education and training facilities for home assistance providers must notify the Vienna City Administration in writing of the following changes:

  • Closure of the facility
  • Transfer of the facility to another operator
  • Change of name of the operator(s) or the facility
  • Change of location
  • Change of domicile of the operator(s)
  • Changes in management
  • Changes in teaching staff, head and deputy head of the education and training facilities

Requirements

Operators of education and training facilities for home assistance providers must ensure an adequate quality of training by providing the following:

  • A sufficient number of teachers and managing staff who have the necessary professional and teaching qualifications
  • Suitable classrooms
  • Possibility of providing practical training
  • A curriculum and the necessary teaching materials
  • Valid licence for the training module "Support in basic health care"

Deadlines

The documents must be submitted three months before the start of the planned measure.

Procedure

  • Operators of a facility in Vienna who are planning to offer training for home assistance providers must notify the Vienna City Administration no later than three months before the start of operations.
  • The authority will review the submitted documents and decide whether the operation of the facility is admissible or will be prohibited.
  • The operation of such a facility will be prohibited if the notification and the submitted documents do not provide sufficient evidence that the professional provision of training and education can be guaranteed.
  • The operation of the facility is permitted if the authority does not prohibit the start of operations within three months of receipt of the notification and all required documents.

Authentication and signature

Authentication or signature of the application is not required.

Documents required

  • Details on the operators and any persons acting on their behalf (e.g., excerpt from the register of associations (German), excerpt from the company register (German), partnership agreement, etc.)
  • Details on the training facility and the education and training management
  • Details on the trustworthiness of the operators and the persons acting on behalf of the facility (police clearance certificate no older than three months of the managing director, board of directors, or managing secretary) (German)
  • Documentation showing the professional and teaching qualifications of the director and teachers (e.g., diploma, certificate)
  • Documentation showing that there are suitable teaching facilities (floor plans, description of the classrooms, etc.)
  • Documentation showing that practical training is possible (confirmation by the training company that places for training will be made available)
  • Detailed curriculum and documentation showing that the necessary teaching materials are available
  • Licence for the training module "Support in basic health care" as per Basic Health Care Training Ordinance. Please see "Further information" below for more details.
  • If there are any changes (change of name of the operator(s) or the facility, etc.), all documentation necessary for the evaluation of the planned measure must be presented

The institution is under official supervision. The competent authority is the Vienna City Administration.

You can submit your application for a licence for the training module "Support in basic health care" at the same time as the notification of start of operations because the required documents are the same. You have to submit your documents to Municipal Department 40 (Social Welfare, Social and Public Health Law). The licence is granted by the Governor of Vienna. In this case, the three-month deadline starts after the licence for the training module "Support in basic health care" has been granted by the Governor of Vienna. If possible you will be informed about the decision regarding the start of operations at the same time.

Means of redress or appeal

An appeal is possible against rulings issued by an authority and shall be filed by the party within a 4 weeks term with the authority that issued the ruling of first instance (against rulings without investigation procedure within a two weeks term). The term starts with the receipt of the written copy of the ruling, in the case of oral pronouncement simultaneously with it.

The appeal shall indicate the ruling it contests, the authority that issued the ruling and contain a motion of appeal with the reasons. No more appeal is admissible if the party expressly waived the right of appeal after receipt or pronouncement of the ruling.

Each ruling contains instructions on the right to appeal and indicates the authority and the deadline for submission of such appeal.
