Employees from all departments of the municipal administration and the companies of the City of Vienna worked across sectors in 2024 and 2025 to develop the foundations for this strategy.
The steering group set up to regularly review the strategy process consisted of:

Further reflection on the content was provided by, among others, the members of the Vienna Climate Council, Mr Manfred Mühlberger and the holder of the City of Vienna professorship for Circular Economy and Transformative Business Models at the University of applied Sciences BFI Vienna, Ms Karin Huber-Heim.
The strategy “Circular Vienna – the Strategy to Save Resources in Our City” was adopted by the City Council on October 22, 2025.
