Integration Agreement

The primary aim of the Integration Agreement is the acquisition of elementary and intermediate German language skills. The Integration Agreement covers two different Modules.

Module I - elementary language skills (CEFR level A2)

The following persons, who settle in Austria after 1 July 2011, have to meet the requirements of Module I of the Integration Agreement (CEFR level A2) within two years:

Persons who hold a

  • Residence permit red-white-red card (Rot-Weiß-Rot-Karte)
  • Residence permit red-white-red card plus (Rot-Weiß-Rot-Karte plus)
  • Indefinite leave to remain (Niederlassungsbewilligung)
  • Indefinite leave to remain excluding employment
  • Indefinite leave to remain for family members
  • Residence permit for family members

Exceptions

  • Persons who submit a written declaration that they will not stay in Austria for more than 12 months within the duration of two years. Please note that the application for extension of leave to remain cannot be filed in Austria in this case.
  • Children under the age of 12
  • Persons who cannot be expected to meet the requirements due to their permanently poor health. Please note that the physical or mental ill health must be confirmed in a written expert opinion by a medical officer.

Proof

There are several ways to meet the requirements of Module I (CEFR level A2):

  • Successful conclusion of a German integration course at a school certified by the Austrian Integration Fund
  • Proof of sufficient German language skills
  • School leaving certificate including the general university entrance standards (Universitätsreife) or school leaving certificate of a VET school (berufsbildende mittlere Schule)
  • At least five years of compulsory education in Austria and a positive grade/mark in “German” or a positive grade/mark in "German" equal to class 9 in Austria
  • Positive grade/mark in "German" at a school abroad (equal to class 9 in Austria)
  • Apprenticeship certificate exam (Lehrabschlussprüfung) in accordance with the Vocational Training Act (Berufsausbildungsgesetz)
  • Persons who hold a red-white-red card automatically comply with Module I of the Integration Agreement

Module II - intermediate language skills (CEFR level B1)

You have to meet the requirements of Module II of the Integration Agreement (CEFR level B1) to be able to receive a permanent leave to remain including permanent work permit (Daueraufenthalt - EU).

Exceptions

  • Persons who are minors at the time when the application is submitted and who have not yet reached mandatory school age
  • Persons who cannot be expected to meet the requirements due to their permanently poor health. Please note that the physical or mental ill health must be confirmed in a written expert opinion by a medical officer

Proof

There are several ways to meet the requirements of Module II (CEFR level B1):

  • Proof of sufficient German language skills by the Austrian Integration Fund
  • Generally acknowledged proof of sufficient German language skills
  • Minors have to attend a primary or secondary school (with public status) and need a positive grade/mark in "German"
  • At least five years of compulsory education in Austria and a positive grade/mark in "German" or a positive grade/mark in "German" equal to class 9 in Austria
  • Positive grade/mark in "German" at a school abroad (equal to class 9 in Austria)
  • Apprenticeship certificate exam (Lehrabschlussprüfung) in accordance with the Vocational Training Act (Berufsausbildungsgesetz)
